Soo Kheng assumes the responsibility of leading the planning, implementation and evaluation of the IAL research strategy. This includes establishing the necessary research infrastructure, building research capacity, and executing research programmes and initiatives.
As the Director for Research and Innovation, she provides informational and analytic support to decision makers to facilitate strategic planning, policy-making, resource allocation and other processes requiring strong research base and sound strategic analysis. She is also responsible for establishing and promoting productive international and local partnerships and collaboration with higher education institutions, international agencies and research centres, as well as oversee the effective reporting, assessment, publication and dissemination of research outcomes to the wider research, policy and practitioner communities.
From 1 April 2011 till end May 2013, Soo Kheng spearheaded IAL’s Marketing and Communications Division. Prior to this, she held various communications and information management related roles within the public sector, including the Ministry of Education, Ministry of Communications, Information and the Arts, as well as the Ministry of Trade and Industry.
She has also served as a member of the Women and Life Skills Workgroup under the Ministry of Community Development, Youth and Sports in 2005, as well as the Committee on Strengthening Racial Harmony in Schools set up by the Ministry of Education in 2002.
She holds a Master in Public Management from the Lee Kuan Yew School of Public Policy and a Bachelor of Arts Honours (Philosophy) from the National University of Singapore.
