Robert Chong
Chairman

Robert Chong is the Managing Director of Human Resources at Temasek Holdings, a global investment house headquartered in Singapore. With over 20 years of experience, his roles throughout the years have included Regional Vice President of HR (Asia Pacific and Middle East) at Shell Group, HR Director at Pepsi Cola International (Hong Kong), and Senior HR Manager (Singapore and China) at Asia Pacific Breweries.



Gog Soon Joo
Deputy Chairman

Gog Soon Joo is the Executive Director of IAL. Formerly Director of Quality Assurance Division at WDA, Soon Joo is one of the founding members of the Singapore Workforce Skills Qualification System. She has extensive involvement with the development of the WSQ system. Prior to joining WDA, Soon Joo spent large part of her career in hospitality industry and as academic staff with Temasek Polytechnic.

She holds a Master in Tourism Administration from George Washington University and Bachelor degree in Economics from University of London. Her research interest is policy impact and adult’s agency in continuing education and training.



Hui Mei San

Hui Mei San is the Director of Quality Assurance Division in the Singapore Workforce Development Agency (WDA). She oversees the accreditation of training providers and courses under the Singapore Workforce Qualifications System (WSQ), a national system for the continuing education and training of the Singapore workforce. Prior to this, she was Director of Healthcare, Retail and Business Services Division working directly with the industries on sector-specific WSQ and workforce development initiatives. 

She was previously with the Ministry of Manpower and National Trades Union Congress with focus on manpower development and workers training, as well as the Singapore Economic Development Board in industry and enterprise development.



Brigadier General Lim Teck Yin

Brigadier General Lim Teck Yin assumed the appointment of Commandant SAFTI Military Institute on 14 August 2009. He concurrently holds the appointment of Director, National Service Affairs. BG Lim enlisted in the Army in 1980 and held several key appointments in the SAF including the following: Commander, Army Training and Doctrine Command, Commander, 6th Division, Commandant, Singapore Command and Staff College, Chief of Staff, 2 PDF Command, Commander, 4th Singapore Armoured Brigade, Senior Doctrine Officer, HQ TRADOC, Commander, 56th Singapore Armoured Brigade and Commanding Officer, 46th Battalion, Singapore Armoured Regiment.

In recognition of his dedication and professional conduct, BG Lim was awarded the Public Administration Medal (Silver) (Military) and SAF Long Service & Good Conduct Medal (25 Years).



Boo Kheng Hua

Boo Kheng Hua has been the Principal and CEO of Temasek Polytechnic since December 2001. He was with the Economic Development Board from 1984 to 1991 before joining Nanyang Polytechnic in 1992. He was appointed the Deputy Principal (Development) of NYP in 1996 prior to joining TP. He started his career as an engineer with Philips Singapore in 1979. He is also a Fellow of the Institution of Engineers, Singapore.






Aw York Bin

Aw York Bin has been the Deputy Chief Executive Officer (Industry) of ITE since 2004 and is also the director of ITE Education Services, overseeing governmental technical and vocational training. He has served as Divisional Director  of CET as well as Industry-based Training, and was a member of the Skills Redevelopment Programme Steering Committee and CDAC’s Skills Training Committee. He was awarded the Public Administration Medal (Service) in 2004.



Poon Chia Wee

Poon Chia Wee is the Managing Director of the Air Transport Training College and has held managerial positions with SIA Engineering Company in Production Control, ERP Project Team and Material Management; and was founding President and Honorary Fellow of Singapore Institute of Aerospace Engineers and founding Editor of “Aircraft Engineer”. He is a Member of AAIS’s Management Committee, and the Industry Skills & Competency Development Committee.



Nolan Tan

Nolan Tan is the Chief Executive and Principal Consultant of Service Quality Centre, assisting companies to define service missions, and formulate strategies and processes. He conducts service management workshops for the public sector and was a regular keynote conference speaker in the Asia-Pacific region. He is a certified assessor-team leader (Green Jacket) with Singapore Quality Award Council.



Dr Lynda Wee

Dr Lynda Wee is the CEO of BOOTSTRAP, and was Senior Vice President (Learning and Development) at CapitaLand as well as Founding Principal of CapitaLand Institute of Management and Business. She was a founding member of Temasek-Linked Companies Organisation Development Network, and is a Fellow of the Chartered Institute of Marketing, UK. She is a member of the Retail Industry Skills and Training Council, and the Adult Educator on Manpower Skills and Training Council at WDA.



Jimmy Tan Chee Keong

Jimmy Tan Chee Keong is the Senior Vice President (Head Human Capital) of Great Eastern Life Assurance and was the Chairman of Human Resource Committee Life Insurance Association. He has held marketing and management roles with New Zealand Milk Products (Singapore) and Singapore Cable Car. He is also an Associate Lecturer with Tourism Management Institute of Singapore and was an Service Quality Centre consultant. He was awarded Leading HR Executive by Singapore Human Resources Institute in 2005 and is a certified facilitator for ACTA.



Tan Kim Leng

Tan Kim Leng is the Managing Director of KDi Asia and is also an adjunct lecturer / associate trainer for NUS’s Institute of System Science, Singapore Civil Service College and IAL. He is an advisor to Tanzania’s President Office on matters of eGovernment. a member of Singapore Training and Adult Education Manpower Skills and Training Council, and a certified ACTA Trainer (SIM) and Quality Analyst (QAI, USA). He was President of the Nanyang MBA Alumni Association and was awarded the Nanyang Alumni Award in 2006.



Lam Seet Mui

Lam Seet Mui is the Senior Manager of Training at SIA School for Cabin Crew, responsible for the development of in-house WSQ-ATO. She was the Training and Development Manager, SATS; Senior Training Manager, SIA Management Development Centre; and Senior Manager, Human Resource Development. She holds the DiSC Dimensions of Behaviour Accreditation and ACTA; serves in the EXCO of Transactional Analysis Association, Singapore; Singapore Association of Counselling; and is a Board Member of SQ Centre.



William Eng Chye Huat

William Eng Chye Huat is the Training Manager of Kato Spring (S) and is involved in developing the capability of organisations through training programmes, conducting OJT training, providing on-site training, and establishing skill-competency mapping and evaluation to subsidiaries in China, Vietnam and Thailand. A certified ACTA facilitator, he delivers WSQ and in-house training for “Up Your Service Training” to cultivate superior service.
