The winds of change in Singaporean education and training are blowing strongly. Remarkable progress has been made towards a Workforce Skills Qualifications (WSQ)Framework, competency-based training and assessment, an industry-led system and open access WSQs. But what about those in workplaces who facilitate learning? In such a system, these people can be expected to assume an increasingly critical role in the provision of training opportunities. One critical issue is to what extent they are ready, willing and able to fulfil this increasingly important role in the Singaporean economy. A second issue is how they might best be equipped for their role.
This presentation is based on an Australian study that analysed the self-reported roles of samples of workplace trainers in three industries across three States. Here, we explore the implications for the development of national competency standards for trainers embodied in such qualifications as Australia’s Certificate IV in Training and Assessment (TAA) and Singapore’s Advanced Certificate in Training and Assessment (ACTA).

The Adult Educators' Network (AEN) Singapore invites all WSQ National CET Institutes (NCI), CET Centres and Approved Training Organisations (ATOs) to the inaugural AEN Industry Development Forum. This session serves as a platform for training organisations involved in WSQ to share and discuss pertinent issues and concerns related to WSQ training provision and management, policy matters and operational areas.
In this first session, Mr Marcus Ngiow, Chief Inspector from the Council for Private Education (CPE) will share an overview of the Private Education Act and how it impacts WSQ training providers. After his presentation, Mr Ngiow will join Ms Gog Soon Joo, Deputy Executive Director of the Institute for Adult Learning, on the panel to address any concerns and queries from the audience.

Speaker Profile
Tery Chua is the Assistant Director of Caelan & Sage, a creative think tank focusing on strategic communications through thinking designs, high profile events and right impact training.
He is also a Trainer and Curriculum Developer of Right Impact Training – the education and training arm of Caelan & Sage specialising in programme design and curriculum development in the areas of communication, team dynamics, leadership, strategic change management and organisation development.
A fully certified associate of Emergenetics International, Tery is licensed to conduct and develop programmes based on Emergenetics, a scientific profiling tool based on the latest brain dominance research. He has co-developed the Relational Emergenetics Adventure Programme (REAP), the world’s first adventure-based Emergenetics programme held at SAFRA Yishun. Tery is also a certified Advanced Certificate in Training and Assessment (ACTA) practitioner and trains ACTA certification programmes with Singapore Training and Development Association (STADA). He has designed and developed numerous training programmes and has conducted training programmes both locally and overseas for private and public sectors such as Schindler Lifts, Singapore Technologies Education and Training and Singapore Prison Services. He is also the course developer and trainer for the Singapore Youth Olympic Games Events Venue Services, training over 3,000 volunteers.
An award holder from the Republic of Singapore Navy, Tery graduated with a Bachelor in Science, Biomedical Science from National University of Singapore and earned a Graduate Diploma in Training and Development from Singapore Human Resource Institute.

Hoy Pick is the Former Director of Extramunal Studies, National University of Singapore (NUS). Currently, he conducts Tai Ji Quan courses for the Confucius Institute, Nanyang Technological University (NTU). Hoy Pick has also successfully translated “Yang Style Tai Ji Quan – Old Six Sets” which is available at the National Library today. As a disciple of late Taiji Master Lim Pek Yam and a student of late Taiji Master Dong Fu Leng, as well as a student of the Taiji Master Li Hesheng of Beijing, he brings you 20 years of experience in Tai Ji Quan and Chi-Meditation.

She is also a Buzan Licensed Instructor teaching Tony Buzan’s Mind Mapping® techniques as well as a Certified Instructor for Dr Edward de Bono’s Six Thinking Hats® Method, Lateral Thinking® and Cognitive Research Trust® program.
Betty was the Director of Client Services for more than a decade at the Law Offices of Meisel & Associates in San Francisco, USA. She managed the Asian clientele market from Hong Kong, Taiwan, Mainland China, Vietnam as well as local Americans due to her trilingual capability. Her corporate experience spans across major industries in the international airlines, financial, legal and marine sectors. Betty also conducted public workshops on Creativity & Personal Branding Programs in Singapore.

AEN is pleased to announce that Dr Gary Willmott, Executive Director, Institute for Adult Learning will be delivering a talk on Preparing Adult Educators for the Post Industrial Knowledge Economy.
In this presentation, Dr Willmott will review the current approaches to the preparation of trainers and argue for a different kind of trainer in the emerging 'post-industrial' knowledge economy. With reference to current Singaporean labour market data, the key directions set out for the future economic development of Singapore in the Economic Strategies Committee report, and insights gained from the recent UK Commission on Employment and Skills (UKCES) Conference in London, he will set out the challenges facing the CET sector in this emerging environment and the professional attributes needed by the new breed adult educator.

The trip includes participation in the ASTD 2010 International Conference and Exposition and post-conference site visits to learn best practices from Fortune 500 companies and renowned research and training institutes for adult learning.
The ASTD International Conference and Exposition is an annual event for workplace learning and performance professionals, featuring 230 educational sessions from industry-leading experts, and a world-class EXPO offering latest products and services from top suppliers of the industry. Last year's conference attracted international participation from over 700 countries.
This trip is organised in collaboration with the ASTD Global Network Singapore (ASTD-GNS) and Singapore Training and Development Association (STADA).

AEN is pleased to invite Dr Johnny Sung, Senior Research Fellow with the Centre for Labour Market Studies and Visiting Fellow at the Institute for Adult Learning, to share his research on "The Nature and Utilisation of Generic Skills in the United Kingdom".
Dr Sung's presentation will describe a 'job-analysis' method for measuring job skills in the UK using survey data on detailed work activities. Using factor analysis on such data, various indices can derived for measuring various forms of generic skills, e.g. literacy, numeracy, technical know-how, communication skills, planning skills and problem-solving skills. This approach reveals the nature of generic skills and how they are utilised and valued in the labour market.

Louise Gilbert is an Adult Educator with the Institute for Adult Learning, SIngapore. She has been a teacher, curriculum developer, trainer and facilitator working predominantly in the government sector in Australia and in a range of educational settings including a children's hospital and a migrant/refugee centre. Before landing in the 'red dot', she facilitated the design, development and delivery of a comprehensive blended learning program to government employees in both regional and rural communities throughout Queenland, Australia. As an experienced training practitioner, she is passionate about providing opportunities for learners to create their own learning experiences which are relevant, practical, informative and meaningful.

They are the growing Generation Y or Millennial Generation born between mid 1970s and late 1990s. Ebnu Etheris is the founder of Teamwork Bound. His clients include the government bodies, statutory boards, multi-national corporations and service-based companies. As a certified behavioural consultant, he administers the use of DISC profiling tool in many of his training programmes. This enables him to be proficient in behavioural analysis. Prior to founding Teamwork Bound, Ebnu has vast experiences working in the airlines, hospitality and the logistics industry.
