COURSE MODULES

There are eight Competency Units (CUs) available under the ACTA programme:

CU 1: INTERPRET THE SINGAPORE WORKFORCE SKILLS QUALIFICATIONS FRAMEWORK

This unit provides a firm foundation for the rest of the programme. It builds up your knowledge of the Singapore Workforce Skills Qualifications (WSQ) system, a national platform for continuing education and training in Singapore. It specifies the competencies required of an individual to interpret the WSQ framework as well as the national competency standards. It enables you to apply the pedagogical knowledge acquired in a learning and development context.

The unit consists of the following competency elements:
  • Describe the WSQ framework
  • Interpret a competency standard
  • Apply the WSQ framework for learning and development

CU2: APPLY ADULT LEARNING PRINCIPLES AND CODE OF ETHICS RELATING TO TRAINING

This unit helps you understand adult learners and their characteristics. It presents a range of key learning theories to help you explore your philosophical orientation towards learning and teaching. The process is further supported by a discussion of related issues including motivation, retention and learning styles.

The unit consists of the following competency elements:
  • Interpreting adult learning theories and principles
  • Addressing different learning styles/preferences and cultural differences
  • Addressing ethical issues relating to training

CU 3A: DESIGN AND DEVELOP A WSQ FACILITATED TRAINING PROGRAMME

This unit covers the systematic process of understanding the parameters of a training programme. It provides you with the tools and methods to design a training programme. It also guides you through the principles and practice of developing training materials. The techniques needed to evaluate the effectiveness of a training programme will also be covered. Overall, the rigour of this competency unit will strengthen your ability to develop and conduct a training programme based on sound training principles.

  • Evaluate a training programme

CU 4A: PREPARE AND FACILITATE CLASSROOM TRAINING

This unit explores different ways to review learner profiles and customise a training programme that meets their needs. It also looks into resource preparation, facilitation and presentation skills, as well as various effective adult learning methodologies (such as the use of case studies and role-playing). Other areas covered include the key considerations in maintaining a conducive learning environment. By the end of this unit, you will be equipped with a repertoire of effective instructional and training strategies. You will also gain the ability to conduct evaluation and analyse its outcomes.

The unit consists of the following competency elements:
  • Review learner profiles and customise a training programme to meet their needs
  • Prepare resources needed for an effective training programme
  • Create and maintain a conducive learning environment
  • Facilitate learning through effective instructional skills and strategies
  • Monitor a learner’s progress and adjust the training programme accordingly
  • Review a post-course evaluation

CU 3B: DESIGN AND DEVELOP AN ON-THE-JOB TRAINING PROGRAMME

This unit takes you through a systematic process of understanding the parameters of an On-the-Job Training (OJT) programme. It provides you with the tools and methods needed to design an OJT programme, guides you through the sound principles and practices of developing training materials, and finally takes you through the process of evaluating the developed OJT programme. Once you have mastered the steps in each section, you will be confident and capable of developing and improving an OJT programme based on sound principles.

The unit consists of the following competency elements:
  • Define the parameters of an OJT programme
  • Design OJT materials
  • Develop OJT materials
  • Validate an OJT programme

CU 4B: PREPARE AND CONDUCT AN ON-THE-JOB TRAINING PROGRAMME

This unit takes you through the systematic process of preparing and facilitating OJT. It develops your ability to conduct an OJT programme that is based on sound principles and good industry practice.

The unit consists of the following competency elements:
  • Prepare to conduct OJT
  • Prepare the workplace for OJT
  • Prepare learners for OJT
  • Conduct OJT
  • Review the effectiveness of an OJT programme

CU 5: DEVELOP A COMPETENCY-BASED ASSESSMENT

This module begins with an introduction of the basic competency-based assessment concepts. It looks into the planning, development and contextualising of an assessment plan, which requires a good understanding of the information gathering process. You will learn to select and apply the right methods and tools in your assessment plans, taking into consideration the principles of assessment and the rules of evidence. You will also plan and design various assessment activities and tools, including assessment instructions based on selected assessment methods. Finally, the unit covers the tools and issues related to the validation of assessment plans.

CU 6: CONDUCT A COMPETENCY-BASED ASSESSMENT

This unit equips you with the skills to prepare the logistics necessary for a smooth assessment. It mentally prepares you and provides the appropriate support prior to the assessment. It also enables you to assess your trainees in a fair and professional manner.
