The WSQ Specialist Diploma in Education Quality Management (SDEQM) aims to equip individuals with the competence to improve processes and systems within a learning and development department or organisation, underpinned by a strong quality focus.

Learning Outcome

SDEQM graduates will:

  • Possess a broad understanding of the CET best practices to propose key changes  to  the  current  training,  administrative  and  quality  assurance systems in their organisations
  • Be equipped with quality assurance competencies to conduct  quality  checks  on  processes,  people  and  programmes  to facilitate learning effectiveness
  • Be able  to  rectify  quality assurance related  errors  for  continual  improvement  and development of people, processes, programmes and quality systems
  • Be able  to  implement  new  sustainable  processes,  programmes  and quality systems within their organisations


Who Should Attend

SDEQM is relevant for all individuals who perform either a primary or secondary function in managing quality of education services and programmes. It is preferred that participants have some experience managing quality in an educational institution.


Modules & Schedule

SDEQM comprises 3 modules and a total of 16 credit values. It takes an approximate 9 months to complete.

QM1: Review Quality Systems

Learners will be introduced to the 3 quality models, i.e., ISO9001, ISO29990 and EduTrust, which are commonly adopted by training organisations.  They will learn the steps required to conduct an assessment of the organisational quality systems, determine strengths, weaknesses, threats and opportunities and propose recommendations.

QM2: Design and Develop an Education Quality System

Learners will learn to design and develop different elements of a quality system, incorporating industry best practices and addressing requirements of the chosen quality models.  They will also learn the project and change management skills necessary to manage the quality system design and development process.

QM3: Implement and Sustain an Education Quality System

Learners will learn to develop and execute the implementation plans to put the quality system into practice.  They will also be introduced to methods and approaches that can help to sustain commitment and efforts to continually improve the quality system.


Delivery Mode

SDEQM is designed to be delivered using a blended learning approach:

  • Classroom-facilitated learning
  • Online learning
  • Work-based project
  • One-to-one coaching by the facilitator-coach


QM 1 will be assessed independently, while there will be a combined assessment for QM2 and QM3. The assessments will be based on an actual work project, which will be captured in the written assignments to be completed throughout the duration of the programme, and practical performance during face-to-face sessions.


Entry Requirements

It is preferred that applicants have some experience managing quality in an educational institution.

The entry requirements for SDEQM are as follow:

  • Secured management agreement to work on a project in their own organisation
  • English proficiency WPLN Level 7 or competent written English evident through screening process
  • Perform management functions within a learning and development unit or organization for the past 2 years or more
  • Occupy middle or senior management position in the organization or have a similar level of influence to bring about effective changes in the organization
  • Be involved in quality management processes within a training organisation with at least 10 employees
  • Possess at least a Diploma qualification

Application process

1. All applications must be made online through MyIAL e-services.

2. Applicants are to ensure that they meet the entry requirements before proceeding to register for the course.

3. Applicants should have the following ready before proceeding with the online application:

a.   SingPass Login details for self-funded applicant, or CorpPass Login details for an authorised representative registering for a company sponsored applicant.

b.   Completed Supporting Documents

All online applications must be accompanied by the following documents:

  • Completed and signed the Letter of Consent (PDF, 80KB) by the organisation hosting your project i.e., Project Host Organisation (PHO)
  • Documentary evidence of Level 7 literacy skills in the WSQ Employability Skills System (ESS), or minimum Grade B4 in GCE ‘O’ Level English
  • Documentary evidence of Highest Qualification

4. IAL endeavours to inform applicants of the screening outcome within 5 working days upon receipt of the online application with completed documents and the video. Incomplete document submission(s) may lead to longer processing times or rejection of application.  

5. Upon successful enrolment, applicants will receive a course confirmation email.

6. If the screening outcome is unsuccessful, the paid course fees will be refunded.

Programme fee covers training and assessment. The fee is inclusive of prevailing GST and subject to changes.

Additional funding assistance, if applicable

(a) Singaporeans aged 40 years old and above will receive up to 90% programme fee subsidy of the full programme fees under the SkillsFuture Mid-Career Enhanced Subsidy.

(b) Eligible individuals may apply for funding assistance through the Workfare Training Support Scheme

(c) Singaporeans aged 25 years old and above are eligible for SkillsFuture Credit which can be used to offset the selected programmes’ fees for self-sponsored registrations only.  


Payment Advisory

  • Self-sponsored applicants will be prompted for course payment at the end of the registration process. It will indicate the nett fee payable (inclusive of GST) after taking into account the funding / grants that the applicant is eligible for.
  • If self-sponsored applicants intends to use your SkillsFuture Credit (SFC) to offset the course fee, please indicate the amount at MyIAL e-registration page and submit your SFC claim separately at www.skillsfuture.sg/credit.
  • IAL accepts payment through NETS as well as major international debit and credit cards via VISA and MASTERCARD. 
  • Applicants may download your receipt from MyIAL e-services.
  • For company-sponsored applicants, an e-invoice will be sent to the organisation; a credit term of 30 days will be given. Organisations may select any one payment mode:
  1. Interbank GIRO / Bank Transfer - Please credit fees to United Overseas Bank Limited  (UOB), Bank Code 7375, Branch code 001, Account number 451-307-332-6. Please indicate name, NRIC number and programme name as reference.
  2. Cheque - Payable to “SkillsFuture Singapore Agency”. The cheque may be submitted or mailed to our office at 11 Eunos Road 8, #07-04 Lifelong Learning Institute, Singapore 408601. Please email the payment details to finance@ial.edu.sg.


There is no credit exemption for this course. You may click here for the latest credit exemption arrangements for all Training and Adult Education (TAE) WSQ qualifications.

If you do not meet the requirements for English Language proficiency, you are advised to take the Workplace Literacy (WPL) – Computer Adaptive Test (CAT) and secure the ES WSQ WPL Level 7 qualification for writing and reading.

You can also provide other documented evidences of your proficiency in English. You will then be required to attend an interview at IAL to ascertain your suitability for the programme.

SDEQM is designed as a cohort-based programme to enrich the peer-learning and professional connections that may be forged as a result of undergoing a learning journey together. The modules are designed to scaffold the learning for optimal graduate outcomes and all modules should be taken in the prescribed sequence.

There are limited runs of SDEQM per year due to the specific requirements of our target learner profile. We strongly recommend that you complete the required modules with the cohort that you are enrolled in. Deferment is granted only on a case-by-case basis and learners are required to complete the programme within three years. In cases of deferment, you will be required to complete any outstanding SDEQM modules with the new cohort that you join.

You are strongly discouraged from changing practicum host organisation mid-way during the project phase, as you will be working on a real work-based project within your organisation throughout the duration of this course, applying what you have learnt, to conduct a review of existing quality system against the chosen quality models, design & develop a quality system that meets the requirements of the chosen quality models, implement and sustain it. Assessment for all 3 modules will be based on the work in the project.
