Dr Gog Soon Joo is Senior Director (Special Projects) at the Centre for Skills-First Practices, Institute for Adult Learning, Singapore University of Social Sciences, where she is the principal conceptualiser of Singapore's skills-first movement, she brings over two decades of experience at the intersection of workforce policy, organisational learning, and institutional transformation. As Chief Skills Officer and Chief Innovation Officer at SkillsFuture Singapore, she translated capability-based thinking into national practice. A sought-after thought leader in skills development and the future of work. she collaborates with global partners — including the ADB, ILO, OECD, GIZ, MIT, LinkedIn, and Burning Glass Institute — to advance skills-first adoption across individuals, enterprises, and societies. She serves on the WEF Global Future Council for Human Capital Development. Her research spans skills policy, skills ecosystems, inclusive economic development, and the longevity economy. She holds a doctorate in Education and Sociology.
