Bryan is a Researcher in the Research Division at the Institute for Adult Learning (IAL), and a PhD candidate in Public Policy at the Lee Kuan Yew School of Public Policy, National University of Singapore, funded by IAL-SUSS. His research centres on the governance of skills and lifelong learning systems, focusing on how workforce policies are designed and implemented, and whether training systems have the institutional capacity to deliver effective reform. He also draws on futures thinking methodologies to explore how policy frameworks might adapt to longer-term workforce transitions. Bryan co-leads the qualitative research strand of national studies on the Training and Adult Education sector and contributes to evaluations of SkillsFuture-related policies, drawing on qualitative fieldwork and policy analysis. Bryan holds an M.Soc.Sc in Political Science, Governance and Public Policy from the National University of Singapore, and a BSocSc (Hons) in Political Science and Public Policy from Singapore Management University.
