WSQ Advanced Certificate in Learning and Performance 3.0 (ACLP 3.0) is the latest version of the programme and will replace ACLP 2.0 with effect from 3 Aug 2026.
From 1 October 2023, Singaporean Citizens / Permanent Residents learners who are attending Skills and Workforce Development Agency (SWDA)'s funded courses must take their attendance digitally via the Singpass App for attendance-taking for both physical classroom and synchronous e-learning courses.

Course Overview
Duration: 71.0 hours (including 5.0 hours of assessment) across four modules
The Institute for Adult Learning has further enhanced the programme with the WSQ Advanced Certificate in Learning and Performance 3.0 (ACLP 3.0), a redesigned qualification that responds to the evolving demands of the Training and Adult Education (TAE) landscape. ACLP 3.0 builds on the strengths of ACLP 2.0 while introducing a clearer focus on essential trainer competencies, greater flexibility, and improved learning efficiency.
ACLP 3.0 features a shorter and more streamlined course structure, a skills-first assessment approach aligned to WSQ 2.0, and the purposeful use of technology and Gen AI to support lesson design, assessment preparation, and learning facilitation. The programme emphasises strong facilitation practice, competency-based assessment, and contextualised workplace learning, enabling participants to apply what they learn more directly in their professional contexts.
Through four connected modules, participants progress from understanding learners and facilitating effective learning, to assessing competence, contextualising workplace learning and enhancing delivery through technology.
Across the programme, participants progress through a coherent practice journey of:

The programme is skills-first, workplace-relevant and grounded in authentic Adult Educator practice. It integrates AI meaningfully where appropriate while using AI-resilient assessment to protect the validity of demonstrated human competence.
ACLP 3.0 maintains programme rigour while offering multiple learning pathways and clearer progression through CPDs, supporting participants’ continued professional development and lifelong learning journey.
Please note that learners are required to be present for all the Practical Performance Assessment segments.

Note:
If you have attained the WSQ Advanced Certificate in Training and Assessment (ACTA), you will continue to be recognised as meeting Skills and Workforce Development Agency's Adult Education qualifications requirements for Adult Educators to function as Trainers and Assessors for SWDA-Funded WSQ and non-WSQ Certifiable courses.
If you are currently attending or have attained any modular Statement of Attainment (SOA) from the WSQ ACLP 2.0, you are not eligible to enrol for the WSQ ACLP 3.0.
Modules
The WSQ Advanced Certificate in Learning and Performance 3.0 programme consists of 4 modules.
PPA: Practical Performance Assessment (e.g. Presentation & Facilitation; Role-play; Oral Questioning)
Duration: 25.5 hours (including 1.5 hours PPA)
This module equips participants with core facilitation skills to design and deliver engaging, learner-centred experiences for adult learners. It focuses on understanding learner profiles, applying andragogical principles, and facilitating active learning across different contexts to support effective knowledge and skills acquisition.
Participants learn to interpret learner information and translate their findings into practical design and facilitation decisions. They consider learners’ experience, needs, motivations, contexts and possible barriers before selecting suitable learning modes, instructional methods, activities and technology tools.
The module then moves from design to delivery.
Participants learn to facilitate contextualised learning experiences by applying questioning, communication and feedback techniques. They practise encouraging participation, managing group dynamics, responding to learner progress and adapting their approach when learning does not proceed as expected.
The emphasis is not simply on preparing a lesson plan or presenting content. Participants must demonstrate a clear relationship between:
- what they understand about their learners;
- how they design the learning experience;
- how they facilitate participation and engagement; and
- how their decisions support achievement of the intended learning outcomes.

Duration: 10 hours (including 1 hour PPA)
This module develops participants’ ability to adapt and conduct competency-based assessments aligned to WSQ 2.0 standards. Participants learn about assessment principles, strategies, assessment tools, and make sound assessment decisions that focus on demonstrated competence rather than task completion.
For support practice, participants learn how to prepare the candidate and assessment environment, conduct assessments according to established requirements, gather appropriate evidence and make assessment decisions that are fair, valid and defensible.
The module is grounded in actual assessment practice. Participants consider how an assessor should:
- prepare candidates and clarify assessment requirements;
- use assessment tools and methods correctly;
- apply the principles of assessment and rules of evidence;
- maintain professionalism, impartiality and ethical conduct;
- record relevant evidence accurately;
- make decisions based on evidence rather than personal impression; and
- provide clear and constructive feedback.

Duration: 10 hours (including 1 hour PPA)
This module focuses on adapting learning and assessment to real workplace contexts. Participants learn to align training objectives with workplace needs, integrate learning into job tasks, manage stakeholders, and support meaningful transfer of learning to enhance individual and organisational performance.
Participants analyse organisational objectives and performance goals, identify possible barriers and adapt an existing Workplace Learning Plan to fit a specific workplace context for effective delivery. Meaningful contextualisation requires participants to consider:
- the organisation’s intended outcomes and performance priorities;
- the work that learners are expected to perform;
- the workplace conditions in which learning will take place;
- likely obstacles, constraints and implementation risks;
- the workplace learning solutions and tools that are appropriate; and
- the stakeholders whose understanding and support are needed.

Duration: 25.5 hours (including 1.5 hours PPA)
This module prepares participants to design and facilitate learning using digital tools and blended delivery approaches. It emphasises purposeful technology integration, including the ethical and practical use of Gen AI, to enhance learning effectiveness, efficiency, and learner engagement across physical and virtual environments.
Participants consider the implications of learner profiles, learning needs and organisational objectives before selecting technologies. They develop technology-enhanced delivery plans that integrate sound pedagogy, learner engagement, collaboration, monitoring and feedback.
The module explores how technology can be used to:
- prepare learners before a live session;
- support asynchronous participation and learning;
- facilitate interaction and collaboration online;
- monitor learner progress;
- provide timely feedback and support;
- manage disruptions and online learning challenges; and
- extend learning beyond a single facilitated session.

Entry Requirements
- Have English proficiency (English language at GCE 'O' Level of C6 and above, or Workplace Literacy skills of Level 6 and above). Please refer to the table below for acceptable alternatives.
- Possess an appropriate level of subject matter specialisation and industry experience, relevant for the design, facilitation and assessment of learning.
- Minimum 5 years in the domain expertise (for ACLP 3.0 applicants, the application must be supported by the employer's recommendation/referee's/self-testimonial). Download the template here.
- Possess information and communication technology (ICT) skills, including:
- Be able to source and analyse relevant materials from the workplace, library, internet (including Gen AI use) and online databases for research, productivity, and resource development.
- Using word processing and presentation software for report writing and presentation.

- Applicants are responsible for preparing and submitting all the relevant documentations pertaining to the programme Entry Requirements upon enrolment.

Completion Requirements
- Learners are required to meet a minimum of 75% attendance or miss no more than one (1) session for WSQ programme/course and where applicable. Attendance is calculated by per session of three (3) hours.
- Attain a "C" (Competent) grade for all modules. In lieu of a "Competent" grade, a credit exemption issued for that module is also acceptable.

- Successfully attain a ‘Competent’ (C) grading for the final assessment result per module. (Please refer to IAL's attendance policy for eligibility of assessment).

- SWDA funding for each programme is capped at S$7,000, regardless of the applicable funding scheme. As such, learners who are eligible for up to 90% funding under the Mid-Career Enhanced Subsidy (MCES) may receive a lower funding amount if the calculated subsidy exceeds the S$7,000 funding cap.
SkillsFuture Credit
Only self-sponsored learners can use SkillsFuture Credit (SFC).
You can use your Opening SFC to offset the fees. Please note that SFC (Mid-Career) is not applicable.
Please submit your SFC claim on MySkillsFuture portal within 60 days before course start date (inclusive of course start date). You will need to inform the training provider of your intention to use your SFC either in part or in full for the qualifying course fee.

Mandatory e-Attendance via Singpass App from 1 October 2023
- Singaporean Citizens/Permanent Residents are required to set up your Singpass account and download the Singpass App prior to course commencement.
- Learners will have to submit a transfer request, with an applicable fee, if they do not have their Singpass ready on the first day of class.
- Please be present in class (physical and online) 15 minutes before the scheduled lesson time on the actual day and have the following ready:
- Smart device (e.g., smartphone or iPad) with a functioning camera.
- Singpass mobile app installed on the smart device.
- Login credentials for the Singpass App.
Payment Advisory for Self-sponsored and Company-sponsored Applicants
All WSQ course applicants are required to pay a non-refundable application fee of S$65.40 (inclusive of GST) within 48 hours of submission for their application to be processed.
All applications will undergo a thorough evaluation of entry requirements, and applicants will be notified of the outcome within 5 days after the institution receives the course application.
Only successful applicants will be offered admission and receive a notification to complete payment of the course fees before the offer expires, as stated under the Application details in the Learner Portal.
Payment may be made via eNets/credit card (VISA or MasterCard) and/or SkillsFuture Credit (SFC), where applicable for self-sponsored learners.

The ACLP 3.0 is a streamlined version of the previous ACLP. It covers all the Knowledge, and Abilities (Ks and As) within the Technical Skills and Competencies (TSCs) and enable learners to gain and deepen their skillsets in the area of classroom facilitation, assessment, workplace learning, and tech-enhanced learning.
AITP 2.0 is an accelerated pathway comprising only the first two modules of ACLP 3.0, designed for experienced professionals and typically delivered in organisation- or sector-specific contexts.
There are requirements that you will need to meet in order to attend the programme. The Entry Requirements can be found in the section above.
IAL may request additional documentation to verify your eligibility or may require you to attend an interview to assess your suitability for the programme.

Learners who do not meet the requirements for English Language proficiencies as required by the respective courses need to take the Workplace Literacy (WPL) – Computer Adaptive Test (CAT) and secure the ES WSQ WPL qualification for listening and speaking reading and writing modalities. At the end of the module, learners will be assessed through oral interviews or presentations, written assignments and practical performances. Practical performances can either be conducted in-person or online.
