Shirley Lim Shiel is a curriculum development specialist and adult educator with expertise in curriculum and assessment review, programme quality assurance, stakeholder engagement and pilot evaluation.
At the Institute for Adult Learning, she works with a team to the design, review and implementation of adult educator programmes and continuing professional development courses, including the Advanced Certificate in Learning and Performance (ACLP). She facilitates programme enhancement, AI-related learning initiatives, and co-develops workplace learning experiences.
In previous experience at the Higher Institute of Learning, Shirley facilitates training modules, assessment, mentoring and programme coordination. With a background in clinical practice and healthcare management, she supports clinical skills learning at the Lee Kong Chian School of Medicine. Her work connects adult education, healthcare education and professional practice.
Publication ‘Designing AI-Resilient Assessment for Adult Educator Professionalisation: The ACLP 3.0 Experience’ was co-authored by Ying Ma, David Oon Kian Peng and Shirley Lim Shiel, the conference paper examines the design of AI-resilient assessment for adult educator professionalisation, drawing on the ACLP 3.0 experience. The publication was presented at the 2026 eLearning Forum Asia, hosted by the National Taipei University of Business in Taipei, Taiwan on 15 July 2026.
