 Final Report
This evaluation examines how SkillsFuture Credit (SFC) supports training participation, learning and employability across different learner groups. Drawing on a survey of 793 SFC users and non-users, the study assesses why individuals use SFC, whether it enables training that might not otherwise have occurred, and the extent to which learners achieve their skills, career and personal-development objectives.
The findings show that SFC plays a strong role in activating participation: 69% of users indicated that they would not have undertaken their training without the credit. However, outcomes vary by learning objective. Personal-development goals were most commonly achieved, while career mobility and employability goals were more difficult to realise. The study also identifies opportunities to improve course range, skills fit, information and guidance, and the connection between training and credible learning or career pathways.
The report offers recommendations for strengthening SFC as both a training-enablement and lifelong-learning instrument.
