Research and Development for Singapore's Skills-First Future: An Intelligence and Learning Agenda for Skills Value Realisation
This paper sets out a Research & Development (R&D) Agenda for Singapore’s Skills-First future, using an Observatory, feedback loop and prototyping to track whether Skills-First practices are changing, understand what works and why, and test new approaches to improve adoption and outcomes.
This paper is deliberately action oriented. Its value lies in generating evidence that can inform policy and practice, improve decisions, and advance Skills-First practices among individuals, enterprises and the wider ecosystem, enabling skills to be activated, developed, utilised and recognised in the labour market.
To learn more about the proposed R&D agenda, its three research areas and how they work together to advance Skills-First practices and outcomes in Singapore, download the full report below.
We welcome local and international researchers, policymakers, practitioners and organisations to collaborate with us on this R&D Agenda.
