Skills-First Observatory: Proposed Framework for Monitoring of Skills-First Practices and Outcomes in Singapore
This paper proposes a monitoring framework, operationalised through a Skills-First Observatory, to monitor Singapore’s progress towards a Skills-First workforce ecosystem. The Observatory is intended to provide a systematic and evidence-based view of how Skills-First practices are being adopted, embedded and translated into workforce and enterprise outcomes over time.
The proposed Observatory responds to a gap in the current measurement landscape. While existing surveys and evaluations provide valuable insights into workforce outcomes and individual programmes, there is currently no coordinated mechanism to track the adoption and routinisation of Skills-First practices across the ecosystem over time. The Observatory seeks to address this by bringing together evidence from multiple sources, including dedicated surveys, existing national surveys, administrative data and labour market datasets.
