Delivering high‑quality, WSQ‑aligned training at scale requires more than subject‑matter expertise. As training portfolios expand and digital tools evolve, organisations must ensure that trainers are developed consistently, workflows remain efficient, and quality assurance keeps pace with growth. Without structured systems, even strong training teams can struggle with fragmented processes, manual evaluation, and uneven learner experiences.
This challenge became increasingly relevant for Straits Interactive as it transitioned from providing training traditionally into a full‑fledged edtech organisation. With expanding regional operations and a growing suite of certification programmes in data protection, governance, and compliance, the organisation recognised that its workplace learning systems needed to evolve alongside its business strategy.
Founded in 2013, Straits Interactive Pte Ltd is an edtech company that delivers Capability-as-a-Service, enabling organisations to build trusted, data‑driven capabilities in a digital world. Through its integrated ecosystem of advisory services, AI‑enhanced training solutions, and SaaS platforms, the company supports businesses across Asia in strengthening competencies in data protection, data governance, risk management, and regulatory compliance.
To support its next phase of growth, continuing from the Learning Enterprise Alliance project done with IAL in 2023, Straits Interactive partnered with the Institute for Adult Learning (IAL) under the NACE@IAL (Enhanced) consultancy initiative in 2025 to strengthen its WSQ training operations through structured On‑the‑Job Training (OJT), AI‑enabled learning tools, and data‑driven trainer evaluation.
Building on an Established Learning Foundation
Straits Interactive’s collaboration with IAL began in 2023 through the Learning Enterprise Alliance (LEA) consultancy project, which focused on strengthening WSQ training operations by establishing standard operating procedures, enhancing internal training processes, and ensuring consistent delivery standards. This foundation enabled the organisation to professionalise its training operations and prepare for scale.
As digital technologies advanced and demand for high‑quality professional training increased, the organisation identified new opportunities to further enhance its workplace learning systems. To remain competitive and scalable, Straits Interactive sought to integrate AI‑enabled tools into its training ecosystem while further standardising how trainers and course administrators were developed and evaluated.
Reflecting on the motivation behind this next phase, Ms. Celine Chew, Head of Learning & Development, shared:
“Our enterprise embarked on this consultancy project to strengthen the foundation of our workplace learning and ensure our WSQ training operations remain future‑ready. As our training portfolio expanded, we recognised the need to standardise our On‑the‑Job Training framework, optimise our workflows, and integrate AI‑enabled tools to enhance both trainer effectiveness and learner experience.
She added:
“We joined this initiative to build a structured, scalable, and data-driven training ecosystem that not only improves operational efficiency but also strengthens quality assurance and continuous improvement. This project enables us to professionalise our trainer development pathways while leveraging digital innovation to sustain high-impact training delivery.”
Partnering with IAL to Drive the Next Phase of Transformation
Rather than adopting technology for its own sake, Straits Interactive took a deliberate, integrated approach to transformation.
Through the NACE@IAL (Enhanced) consultancy project, the organisation worked closely with an IAL workplace learning consultant to redesign key elements of its training ecosystem, aligning people development, digital enablement, and quality assurance with business priorities.
A key starting point was strengthening structure and consistency. While teams had been delivering training effectively, practices were not always standardised across roles. Through the project, a structured OJT framework was developed to clearly map out competency pathways and standardise key processes such as trainer onboarding, course delivery practices, and administrative workflows for course management.
At the same time, the organisation began integrating AI more intentionally into its training approach. Tools such as AI Tutors, interactive simulations, and automated assessments were introduced, not to replace trainers, but to support them. These tools made learning more engaging while helping trainers deliver content more efficiently.
Alongside this, Straits Interactive strengthened how it measured success. A trainer performance dashboard was developed to bring together learner feedback, engagement data, and assessment outcomes, transforming what used to be manual processes into actionable insights that could drive continuous improvement.
A Collaborative Journey of Innovation and Capability Building
The transformation unfolded through a collaborative and iterative process.
It began with a deep dive into existing systems; reviewing workflows, tools, and evaluation methods to identify gaps and opportunities. From there, the team worked closely with the consultant to create solutions together that were not only aligned with WSQ standards, but also practical for day-to-day use.
Implementation surfaced important learning moments. While teams had been delivering training effectively, processes varied across programmes and evaluation relied heavily on manual effort. Through iterative refinement, OJT processes were standardised, evaluation criteria were clarified, and AI tools were adapted to fit existing training workflows, ensuring usability and adoption rather than disruption.
For Ms. Chia Wai Mun, Head of Admin, L&D, the shift was significant:
“We moved from fragmented processes to a structured, WSQ aligned OJT framework while integrating AI tools to enhance training delivery and evaluation. The process strengthened collaboration across L&D and Administration, improved workflow clarity, and built confidence in using data to drive continuous improvement. Moving forward, we will focus on deepening adoption, refining the AI tools, and scaling these initiatives across more programmes to sustain operational excellence.”
From Innovation to Impact
By the end of the project, the changes became measurable.
A structured OJT framework now guides how trainers and course administrators are onboarded and developed, creating greater consistency across the organisation. AI-enabled tools have been embedded into training delivery, with more than 80% of trainers equipped to use them in their courses. This has strengthened engagement while supporting more consistent learning experiences across programmes.
The introduction of the trainer performance dashboard has also delivered clear efficiency gains. Manual evaluation workload was reduced by 30%, and turnaround time for insights was cut by 50%, enabling the Learning & Development team to move from retrospective reporting to real‑time performance improvement. Said, Florence, Angeline, and Jordan, from the Learning & Development team shared the experience went beyond implementation:
“Being involved in this project gave us the opportunity to rethink how we design, deliver, and evaluate training. It helped us address gaps and co-create solutions that support our daily work.”
Altogether, the initiative has strengthened workplace learning capabilities across the organisation, impacting 15 trainers and 5 L&D team members while enabling more consistent, high-quality training delivery.
Looking Ahead
With a stronger foundation in place, Straits Interactive is well positioned to scale its edtech capabilities across the region. The organisation plans to expand the use of AI‑enabled learning tools across more programmes, deepen its use of data to inform training decisions, and continue refining its workplace learning systems as it grows..
